    Does anyone know whether the linux community made any new advancement in QoS?

    I use Packeteer at work and understand that one of the ways they shape downstream traffic is by dynamically adjusting the receiver’s TCP window size. The current Linux way to shape downstream traffic as I understand it, is to limit and/or drop the receiver’s TCP ACK packets. Also there is no point to rate limit incoming traffic because by the time you see it, it has already clogged your Internet pipe.
