Is there a reason why there are links to view and export the certificates created by ZeroShell on the web login screen without entering a password?

Wouldnt this be considered a security issue?

A X.509 certificate only contain the public key. The related private key can be retrieved only by the owner of it by entering the correct password. In any case you can restrict the access to the web interface from the section [Setup]->[HTTPS].
